Guidelines Section 15061(b)(3)
Reasons for Exemption
At its October 20, 2022 meeting, the Central San Board of Directors independently found that this Project is exempt from CEQA under Central San CEQA Guidelines Section 15061(b)(3) in that the project is
covered by the common-sense rule exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. This certainly comes from the limited environmental disturbance produced by operation
of such a facility at an existing wastewater treatment plant.
