Reasons for Exemption
OCTA currently operates approximately 1.44 million annual revenue vehicle hours (RVH); this Plan would restore bus service levels to ~1.625 million (pre-pandemic levels). However, the service would be concentrated in current higher demand areas by improving frequencies, expanding service hours, modifying route alignments, and discontinuing unproductive routes. To ensure successful rollout, it will be implemented over a 24-month period.
