Document Description
Notice of Exemption for the UC San Diego Scripps Institution of Oceanography (SIO) research experiment. The project would gather data and increase scientific understanding related to ocean turbulence. To do so, dye will be released in the ocean using a peristaltic pump, approximately 1 mile offshore. Up to three dye releases over the course of the study will occur releasing approximately 2 gallons of nontoxic 21% rhodamine WT dye each, over a period of two hours each. Equipment will be deployed via three moorings that would be maintained at least every 6 months. The experiment would begin February 2022 and close December 2024.

Reasons for Exemption
The project is exempt from CEQA under Class 1: Information Collection because it consists of temporary deployment of research equipment and release of nontoxic dye for purposes of data collection. Adverse impacts to wildlife or ocean resources would not occur. All equipment would be removed from the ocean following the research experiment and dye would dissipate in 3-4 days. None of the exceptions to an exemption apply per 15300.2.
