Reasons for Exemption
The proposed project involves replacing the existing playground surfacing material and equipment; replacing flooring throughout the center; installing HVAC package units and split systems; and installing, replacing, or upgrading building control equipment such as CO2 monitors and PEARL Economizer Controllers. These improvements to the Rob Reiner Children & Families Center are intended to be beneficial to the students and staff of the school by improving air quality throughout the campus, and enhancing outdoor learning environments. A Class 1 categorical exemption would apply because the proposed project would require maintenance and minor alteration to the school’s mechanical equipment, which includes to the existing HVAC system, to help improve air quality throughout the campus. As described above, the proposed project would include replacement of 42 package units, three split system to be replaced and building control equipment require to be installed, replaced, or upgraded, including 44 Plus 50 CO2 Monitors, and 41 Pearl Economizer Controllers. In addition, the proposed project includes replacement of the existing playground equipment and surficial material. The proposed project does not involve the on-site use of a hazardous waste incinerator or thermal treatment unit, or the potential release into the air of volatile organic compounds. The proposed project will not add any building space to the existing school and will not increase student capacity. Existing use of the center will stay the same under the proposed project. Therefore, the project is exempt from CEQA under Sections 15301. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
