Reasons for Exemption
The proposed project involves modernization of the existing buildings with the additions of a new marquee on the administration building; replacement of flooring; implementation of new windows, doors, interior and exterior finishes; and accessibility, electrical, and HVAC upgrades. These improvements to the Perris ES campus are intended to be beneficial to the students and staff of the school by improving air quality, providing adequate space to promote social distancing, and replacing surfaces conducive to cleaning and disinfecting. A Class 1 categorical exemption would apply because the proposed project would require maintenance and minor alteration to the school’s mechanical equipment, which includes to the existing HVAC system, to help improve air quality throughout the campus. Additionally, implementation of the proposed project would require minor repairs to the existing Perris ES campus including implementation of new windows, doors, interior and exterior finishes, and replacement of flooring. A Class 11 categorical exemption would apply because the proposed project would consist of the construction of small structures within the current Perris ES campus, with the additions of a new marquee on the administration building. A Class 14 categorical exemption would apply because the proposed project would include the addition of a new administrative building and MPR on the existing campus. However, the proposed project would not increase student capacity or the number of classrooms on the existing campus. The proposed project does not involve the on-site use of a hazardous waste incinerator or thermal treatment unit, or the potential release into the air of volatile organic compounds. The proposed project would not increase student capacity. Existing use of the facility as an elementary school would stay the same under the proposed project. Therefore, the project is exempt from CEQA under Sections 15301, 15311, and 15314. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
