RCTC, in partnership with the Southern California Regional Rail Authority (SCRRA, Metrolink), are proposing to upgrade approximately 6.5 miles of a second main track to passenger rail standards. In June 2016, RCTC and SCRRA began operations of the commuter rail service on a 24-mile extension of the Metrolink 91 Line, now referred to as the 91/Perris Valley Line (91/PVL). Partner with the current Moreno Valley/March Field Station Project, this Project will provide the PVL with a continuous double track corridor between Control Point (CP) Eastridge and CP Nuevo, a total of 9 miles. The Project will be rehabilitating 6.5 miles of existing track (rail, ties, ballast); removing and replacing existing switch and turnouts; installing new signal system and interacting into Metrolink Positive Control network. The Project benefits will increase ridership and enhance reliable safe service by expanding capacity for bi-directional peak period service towards a minimum 30 minute service frequency while reducing greenhouse gas emissions.

Reasons for Exemption
Guidelines section 15275, both of which exempt projects that relate to the “institution or increase of passenger or commuter services on rail or highway rights-of-way already in use, including modernization of existing stations.” Here, the project falls within this exemption as it seeks to modernize the existing double track PVL which is already in use. Moreover, the project would add operational flexibility for eventual improved safe regional rail and mobility service, which will support increased capacity. The project is therefore exempt from CEQA.
