The proposed project is intended to improve spawning habitat conditions for Delta Smelt by removing 1.85 acres of invasive Arundo donax from the riverbank. Total ground disturbance will be less then 5 acres, and potential impacts on rare, threatened, or endangered species will be avoided. None of the exceptions to the exemption apply to the project.
