Document Description
The Santa Clarita Valley Water Agency - Santa Clarita Division (hereinafter Santa Clarita Division) proposed Project includes the Valley Center Well PFAS Ion Exchange (IX) Treatment Facility and the Disinfection Facility at the location described above. The Santa Clarita Division will utilize IX treatment to remove per and polyfluoroalkyl substances (PFAS) from the raw water of Valley Center Well, which has a capacity of 1,200 gpm. The effluent from the IX vessels will then receive chloramination treatment at the Disinfection Facility. The Valley Center Well PFAS IX Treatment Facility includes two disposable cartridge filters, one treatment train (two IX vessels total, operated in lead and lag configuration). The Disinfection Facility includes a sodium hypochlorite storage and chemical feed system, and a liquid ammonium sulfate storage and chemical feed system. Both treatment facilities are equipped the associated electrical equipment, Supervisory Control and Data Acquisition (SCADA) system, and water quality measuring equipment.

Reasons for Exemption
The project qualifies for an exemption under Class 1 Existing Facilities because it is a minor alteration of an existing public facility and it concerns proposed new mechanical equipment involving negligible or no expansion of use. The project also qualifies for an exemption under Class 3 New Construction or Conversion of Small Structures because the project construction is limited to construction within SCVWA's existing facility property. None of the exceptions listed in section 15300.2 of the CEQA Guidelines would apply to the proposed Project.
