Document Description
This is a proposed Highway Pavement Maintenance Project located in Glenn County on State Route 45. The project includes preventative and corrective maintenance strategies that help prolong the life of existing infrastructure. Construction work will include dig outs on the damaged roadway, from PM 7.0 to 13.0. These dig outs will consist of excavating the current damaged pavement to a depth of 0.5’ or less. After excavation, the previous roadway will be paved over with new pavement. The excavation and repair for these dig outs will only occur on the left and right wheel paths of the road. Cold In-Place Recycling (CIR) will occur from PM 17.2 to 23.2. The CIR process consists of excavating the previous damaged pavement to a depth of .30’. This excavated pavement will then be reused as new pavement for the roadway. CIR will occur between Edge of Traveled Way (ETW) to ETW. Two highway signs located at PM 9.66 on State Rte. 32, consisting of CA 32 sign (left shoulder) and 45 Colusa sign (right shoulder), are proposed to be updated, to be on par with current highway standards.

Reasons for Exemption
Project is exempt due to CE class 1C which consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. This applies to existing highways, streets, and similar facilities (this includes road grading for the purpose of public safety, and other similar alterations that do not create additional automobile lanes). There are no significant environmental impacts and no take of any kind. All work done will be replacement in kind within Caltrans Right of Way.
