Document Description
The Requa-Fawn Substation Transformer Replacement Project consists of replacing a failed 12.5MVA (Mega Volt Amperes) transformer and associated switchgear and switch pole that are located inside the substation. Currently, the existing substation is located on 0.23 acres. The current layout creates a challenge for maintenance workers due to the proximity of workers with energized parts. The existing layout also does not meet fire protection setback requirements. The new parcel will add an additional 0.23 acres to meet fire protection setback requirements and allow for adequate access for maintenance to the substation. A transformer and switchgear will be placed on the property adjacent to the existing substation location. Surface excavation will be required for the removal and reconstruction of the new transformer and switchgear concrete foundation pad with a surrounding sub-grade oil containment area. The Project will also include modification and/or replacement of support infrastructure (i.e. switch pole, tap pole, pull box, conduit, grounding, etc.) to service the new transformer and switchgear within the substation footprint. New fencing will be installed around the existing substation and the new parcel. There will also be modifications to the driveway and ditch in front of the existing substation and the new parcel. Civil Construction is expected to begin in November 2022 and be completed by March 2023. Electrical construction is scheduled to begin in March 2023 and be completed by May 2023.

Reasons for Exemption
SMUD has reviewed and determined that the Project is categorically exempt from the provisions of CEQA pursuant to Sections 15301 (Existing Facilities) and 15302 (Replacement and Reconstruction). Section 15301 applies to projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alternations of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Section 15302 states that "Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced...". Although the size of the project is not negligible, the project involves the repair and minor alteration of an existing substation facility to meet the current safety and fire protection setback requirements. Thus, the project will result in no change in the capacity or use, and therefore is considered exempt in accordance with CEQA Guidelines §15301 and §15302. Therefore, no further environmental review is required.
