Document Description
SMUD is proposing to upgrade the existing distribution substation from a 12.5 MVA to a 25 MVA transformer in the existing Crystal Creamery substation site. This involves the inclusion of 4 associated feeder switchgear, 2 stages cap bank, one span of a 69kV overhead tap, 12 kV feeder getaways, and 3 feeder risers. To meet the required load ratings for the substation, the old conductor will be replaced with a new conductor. Approximately 2,600 circuit feet of cable will be placed in one direction and another 4,600 circuit feet of cable will be placed in another direction. 3 circuit feet is equal to one liner foot. This project also requires the purchase of the existing substation footprint (currently Non-Fees Property) and additional property from HP Hood. The existing footprint of 0.07 acres will increase by an additional footprint of approximately 0.3 acres with the land purchase. The site expansion accounts for the total land purchase. Not all of the newly acquired land will be used for the substation expansion. All substation demolished components will be rebuilt on previously disturbed land within the new expanded footprint. In order to properly bring the substation up to present standards, the civil engineering work will also be redone. This civil work includes demolishing the existing 4,100-gallon oil containment basin, transformer pads, switchgear, battery slab, and feeder tie. Underground conduit will be replaced which houses the 12kV feeder getaways. Additionally, capacitor bank cables will be included. New conduit will be added for both offsite power and telecom fiber optics. The substation gate will be replaced with a new gate and driveway. The ground conditions in the substation will be made up of crushed gravel. The site will be enclosed by 8 feet of chain link fence topped with 2 feet of barbed wire. Existing roadways will be maintained for accessing the site. Once the new and construction activities have been completed and the new equipment has been installed the existing equipment and infrastructure will be decommissioned and demolished. The site of the substation is listed as industrial in the City of Sacramento’s General Plan. The project is anticipated to begin in Summer of 2023 and be completed in the summer of 2024.

Reasons for Exemption
Under CEQA Guidelines § 15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has determined that the Crystal Creamery Substation Expansion Project is exempt under CEQA Guidelines § 15303(c), New Construction or Conversion of Small Structures, which reads, “Class 3 consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure...” and “(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to serve such construction.” SMUD has also determined that the Crystal Creamery Substation Expansion Project is exempt under CEQA Guidelines §15304(c), which reads, “Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees expect for forestry or agricultural purposes.” The Crystal Creamery Substation Project involves construction of limited new small facilities and minor alterations to the land, and therefore is considered exempt in accordance with CEQA Guidelines §15303 and §15304.
