Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-LAN-17640-R5, pursuant to Section 1602 of the Fish and Game Code to Kerr McGee Oil & Gas Onshore, LP. The purpose of this project is to remove residual petroleum hydrocarbons from soils at the Rancho San Francisco and Ferguson Leases of former oil and gas infrastructure sites. The project area is limited to 6.44 acres along Long Canyon Creek and an unnamed drainage in Potrero Canyon. Soil will be excavated and tested for contaminants every 30 feet. Contaminated soil will be loaded into dump trucks and disposed of properly. Excavation will continue until concentrations of the contaminant are below predetermined screening levels. The project area will be returned to pre-project contours after the completion of excavations.

Reasons for Exemption
Class 21 consists of actions by regulatory agencies to enforce or revoke a lease, permit, license, certificate, or other entitlement for use issued, adopted, or prescribed by the regulatory agency or enforcement of a law, general rule, standard, or objective, administered, or adopted by the regulatory agency. Kerr McGee Oil & Gas Onshore, LP was issued an Investigative Order by the Los Angeles Regional Water Quality Control Board. The issuance of this order is an enforcement action by a regulatory agency requiring the submittal of technical and monitoring reports. Class 30 consists of any minor cleanup actions taken to prevent, minimize, stabilize, mitigate, or eliminate the release or threat of release of a hazardous waste or substance which are small or medium removal actions costing $1 million or lesser. The project is estimated to cost $500,000 to remove hazardous petroleum hydrocarbons from the soil to assure adequate cleanup of contaminants that may pose a threat to public health and the environment.
