Reasons for Exemption
The project would propose a fruit stand selling and a trailer on the property, permissible in the site’s zoning district when considered under a use permit as requested by this application. The proposed project constitutes a smaller extent of change than the examples specified and granted CEQA exemption in the aforementioned State CEQA Guidelines section. Access, branching from an existing driveway and an existing public street, would require minimal roadway extension onto the site’s slope. The site access shall be limited to Pacheco Pass Highway, and not on Fairview Road. Additionally site has been identified as being a fire hazard addressed by conditions of approval and geological hazard addressed by Building Code. The project would be subject to conditions of approval addressing better environmental practices. More intensive use of the structure beyond personal purposes would potentially require further discretionary review by the County.
