Document Description
Class 2 exemption (Replacement or Reconstruction) for replacement of field lighting at the Clovis West High School campus, located at 1070 E. Teague Avenue, near the northeast corner of Millbrook Avenue and Teague Avenue in the City of Fresno. The project entails removing four existing field lights and 30-foot-tall poles which will be replaced with four new 80-foot-tall poles with LED lighting equipment. The replacement poles and equipment would be installed at similar locations as the existing lighting outside the perimeter of the running track (two on the north side of the track/field, and two on the south side of the track/field). The project meets the requirements of the Class 2 exemption as it consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Reasons for Exemption
The Project meets the criteria for categorical exemption from CEQA set forth in CEQA Guidelines Section 15302 (Class 2 - Replacement or Reconstruction). The Class 2 exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. For this Project, replacement lighting facilities would be constructed on the same site as the existing lighting facilities at the Clovis West campus, and the replacement lighting facilities will have the same purpose as the existing facilities of providing athletic lighting for the health, safety, and well-being of users of the athletic facilities during low-light conditions. Based on the technical lighting documentation for the proposed lighting facilities (which includes computer-generated projections of illumination levels at the site and adjacent areas), the project would not result in significant light trespass or glare at any adjacent property. Additionally, the Project would not result in any of the exemption exceptions identified in Section 15300.2. Based on the Project's nature, location, and existing conditions, there is no appreciable cumulative impact associated with the Project, nor would the Project have a significant effect on the environment due to unusual circumstances. The Project is not in a location where it would result in damage to scenic resources within a state scenic highway; located on a hazardous waste site; or cause a substantial adverse change in the significance of a historical resource.
