Document Description
To perform three (3) 6-inch diameter exploratory borings to inform the design of the State Route 84 Fenders and Ramps Replacement Project for the Real McCoy Ferry. The exploration activities consist of using a track-mounted rig with a hollow stem auger utilizing the mud rotary drilling method to perform three 6-in borings to a maximum depth of 120 feet below surface. A 5.5-in steel conductor casing will be installed at the proposed drill location and advanced using mud rotary to at least 5-ft lower than the levee landside toe elevation before drilling operations. The setup will also use a 94-mm wireline core removal system. Standard Penetration Tests (SPT) or Pocket Penetrometer (PP) Tests will be conducted at 5-ft intervals, depending on the soil type. The borehole void will be backfilled with cement grout or bentonite chips to top of hole the same day of testing. Soil samples will be collected from SPTs and cuttings.

The proposed borings are located at the Cache Slough Ferry site on State Route 84 at Post Mile 2.49, 2.5 miles northeast of the City of Rio Vista in Solano County. Boring, B1 is located on the Cache Slough left bank whereas borings B2 and B3 are located on top of Unit 2 Cache Slough right bank levee.

Reasons for Exemption
The project is exempt from CEQA under the Class 6, Information Collection categorical exemption (CEQA California Code of Regulations, Title 14, Section 15306), because the activity consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which a public agency has not yet approved, adopted, or funded. In addition, the project is exempt from CEQA under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304), because the activity consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of mature, scenic trees except for forestry and agricultural purposes. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2.
