Document Description
Upon Board approval, Tulare County General Services Agency (GSA) will be applying for the Environmental Enhancement Funding Grant through the Spill Prevention and Response Office of the California Department of Fish and Wildlife. GSA will be applying to remove the bamboo and cattail plants at Bartlett Park and Kings River Park. These invasive species will be removed primarily by heavy equipment, may require manual removal by workers, and any other acceptable removal practices. This project will reduce and/or eliminate the threat these plants pose to biodiversity. Additionally, cattails adversely impact the water and habitat surrounding the plants. It will also improve the appearance of the parks for park goers.

Reasons for Exemption
This action is consistent with CEQA Guidelines (California Administrative Code, Title 14, Division 6) Section 15061 (b)(3) that there is no possibility that the proposed grant activity may have a significant effect on the environment. Thus, Section 15061 (b)(3) is applicable and appropriate for this project. Further, CDFA certified a Final Program Environmental Impact Report (PEIR) for the Statewide Plant Pest Prevention and Management Program as an ongoing effort by CDFA to protect California's agriculture from damage caused by invasive plant species. As such, the use of Sections 15061 (b)(3) is appropriate and applicable.
