The March Joint Powers Authority (MJPA), and Meridian Park LLC (Developer), wish to enter into a Memorandum of Understanding (MOU), to work collaboratively to expedite the completion of the Perris Valley Flood Control & Drainage Project, Lateral B Project, Stages 1 and 2. Reasons for Exemption
The MOU sets forth the anticipated nonbinding roles of the March Joint Powers Authority, and Developer concerning the design and construction of the Lateral B Project. The MOU does not allow for any construction or development of the system until after: 1) the CEQA and NEPA processes are complete, and 2) the required authorizations are obtained. Therefore, it can be seen with certainty that there is no possibility that the execution of the MOU in question may have a significant effect on the environment. The proposed Project is consistent with this exemption and therefore, no further action is required under CEQA (Section 15061, (b)(3) of the State CEQA Guidelines)
