The project is exempt for the following reasons: - The project is consistent with applicable general plan policies and zoning regulations. - The project site is within the incorporated limits of the City of Burlingame and surrounded by urban land uses. Although the three parcels measure 5.023 acres in total, the project site is defined as the 4.993-acre area of permanent and temporary disturbance. Therefore, the project site is less than 5 acres. - The project site is fully developed with existing industrial and commercial uses, and does not support natural vegetation communities or high quality habitat resources for any special-status species. - The project would not result in any significant effects relating to traffic, noise, air quality, or water quality. - Furthermore, none of the exceptions in CEQA Guidelines Section 15300.2 (b) through (f) would disqualify the project from being categorically exempt.
