Document Description
The Tulare County Board of Supervisors, on September 27, 2022, approved an Agreement with Clean Harbors Environmental Services in which they, as a licensed hazardous waste transportation and disposal company, will receive old and unwanted legacy pesticides from growers throughout Tulare County. Growers will bring their pesticides to 4437 S. Laspina St, Tulare, where the Agricultural Commissioner's staff will coordinate the transfer of these pesticides to Clean Harbors. The pesticides will be containerized and loaded for transport to the vendors licensed incineration facility. Clean Harbors is experienced and licensed to deal with hazardous wastes and can certainly manage any spill, as unlikely as that would be. They will be working in a secure area allowing for easy cleanup and protections for the environment, bystanders, and personnel. The elimination of these pesticides will protect the environment by their removal and destruction.

This action is consistent with CEQA Guidelines (California Administrative Code, Title 14, Division 6) Section 15308 where the proposed activities are actions by a regulatory agency to protect natural resources, and Section 15061 (b)(3) that there is no possibility that the proposed grant activity may have a significant effect on the environment. Thus, Sections 15061 (b)(3) and Section 15308 are applicable and appropriate for this project.
