Document Description
This project will enhance vehicular circulation and pedestrian safety by installing a One-Way Stop control at the "T" intersections of Fig Avenue (LA308A) at Road 67, Fig Avenue at Road 68, and a Two-Way Stop control at the intersection of Juniper Road (LR67) at Fig Avenue, which are currently uncontrolled, and also by installing a No Parking restriction on Road 67 at Betty Drive, in the unincorporated community of Goshen, CA.
In response to safety concerns at these intersections, the Tulare County Resource Management Agency (RMA) conducted an investigation. The Traffic Operations Division determined that installation of the above Stops and No Parking restriction for this segment of roadway, would improve the vehicular circulation and pedestrian safety and that Stops at these intersections, meet the requirements of Section 28.04 Right of Way at Intersections of the California Manual on Uniform Traffic Control Devices (CA MUTCD), and is consistent with the California Vehicle Code (CVC), Section 22450(c), which states in part that "a local authority may adopt rules and regulations by ordinance or resolution providing for the placement of a stop sign at any location on a highway under its jurisdiction where the stop sign would enhance traffic safety".

Reasons for Exemption
This activity/project is intended to enhance vehicular circulation and pedestrian safety, and also as noted above, meet the requirements of Section 28.04 of the CA MUTCD and CVC Section 22450(c). As such, the activity/project is exempt from the California Environmental Quality Act (CEQA) pursuant to (14 Cal Code Regs, §15303). Also, consistent with Section 15300.4, Application by Public Agencies, the County of Tulare Board of Supervisors adopted an exemption for the construction of the aforementioned facilities per the Tulare County Guidelines for the Implementation of California Environmental Quality Act of 1970. Section 300 Class l(c)(7). Therefore, the application of CEQA Section 15303 and Tulare County Guidelines for the Implementation of CEQA of 1970, Section 300 Class 1(c)(7) are applicable and appropriate for this project.
