Document Description
The applicant Spring Valley Lake, County Service Area, 21 has identified four potential well locations. The District is proposing the exploration of these sites, for testing to determine the quality and quantity of water for each location. Once the well site is identified; that parcel will be acquired and a well will be constructed, for a redundant water source. The proposed project will ensure the redundancy of water during droughts emergencies for the Spring Valley Lake Community. The project will provide drought resilience in a small, isolated community which is prone to wildfires. On April 12, 2021, May 10, 2021, July 8, 2021 and October 19, 2021, the Governor of California, Gavin Newsom, proclaimed states of emergency to exist throughout California due to severe drought conditions. As proposed, the project is exempt under Section 15269(c) ofCEQA Guidelines, specific actions necessary to prevent or mitigate an emergency. As of May 10, 2021, Governor Newsom declared a state of emergency in Lake County due to drought conditions, this declaration has been extended 3 times, most recently in March of 2022 with Executive Order N-7-22 . Drought conditions have caused water flows in Clear Lake and surface water sources to remain at historical lows. In order to mitigate said emergency, n well will be drilled to ensure the redundancy of water during droughts emergencies for the Spring Valley Lake Community.
