Document Description
The project consists of the replacement of X10 breaker at Highline Substation and the H20 breaker at Ave 58 Substation, which have exceeded their useful life and need to be replaced. These SF6 breakers are being replaced with vacuum breakers to comply with the California Air Resource Board’s Greenhouse Gas Emissions standard taking effect January 1, 2025 and as a pilot test to evaluate 2 vendors (Siemens and Meiden) to eventually replace all SF6 breakers at IID substations. The scope of work at Highline substation consists of replacing old breaker and installing one (1) 145KV 40 KA 3000A Meiden vacuum breaker on existing concrete foundation at X10 position and installing two (2) separate dedicated fiber optic routes. The SOW at Ave 58 substation consists of replacing old breaker and installing one (1) 145KV Siemens vacuum breaker on new concrete foundation, requiring demolition of existing foundation and installing two (2) separate dedicated fiber optic routes.

The project is exempt under Section 15302 (Class 2 exemption) for the reason that it entails the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, this exemption includes but is not limited to the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity.
