Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on October 27, 2021, by California Greenhouse Farming. California Greenhouse Farming applied for five (5) Small Indoor licenses, one (1) Nursery license, one (1) Processor license, and one (1) distribution license. The Project properties consist of existing buildings that will be utilized for cannabis activity. Water for irrigation will come from a retail supplier, the City of Oxnard and the property contains on-site septic tank and on-site stormwater detention ponds. The California Department of Fish and Wildlife has determined that a Lake or Streambed Alteration Agreement is not required for the Project. There will be no expansion of the existing structure.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of existing greenhouses which were formerly used to process avocados into oil. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses with the zoning classification of AE-40 agricultural. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
