Document Description
The California Department of Transportation (Caltrans), using State and Federal funds, is proposing a capital Preventive Maintenance (CAPM) pavement strategy on State Route (SR) 89 in Plumas County from Post Mile (PM) 12.9 to 20.0 and 20.6 to 21.0. The project limits include SR89 in the communities of Crescent Mills and Greenville. the purpose of the project is to restore the facility to a state of good repair so that the roadway requires minimal maintenance. This project will extend the life of the pavement, replace or upgrade traffic monitoring station, replace signs, replace culverts, replace guardrail, and construct one maintenance Vehicle Pullout (MVP). The project is needed because data gathered from the pavement condition summary report predicts that by 2023, the international roughness index will be as high as 154, with up to 30 percent alligator A and B cracking. Routine maintenance will no longer be sufficient to maintain reasonable ride quality.

Reasons for Exemption
The California Department of Transportation has determined the project to be categorically exempt in accordance with section 15301 (Existing facilities). Class - 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, topographical features, involving negligible or no expansion of existing or former use. Caltrans has determined that the project would have negligible or no expansion of existing or former use, and would have no significant effect on the environment.
