Document Description
The project involves construction of an on-campus water reclamation facility (WRF) and a recycled water storage and distribution system to produce and deliver disinfected tertiary recycled water that meets the requirements of California Code of Regulations Title 22 for unrestricted reuse, including safe application to agricultural crops, pastures, and athletic fields on campus. The WRF Project includes wastewater conveyance pipelines, a WRF, a recycled water storage and distribution system, and other improvements to support operation of the proposed facilities. The WRF would be operated to produce an average of 380 acre-feet per year of recycled water. Operation of the WRF is proposed to begin in summer 2026. The project would also include replacement of the existing Cal Poly dairy wastewater lagoons with an enclosed co-digester to treat both dairy and swine waste. Sending the swine waste to the dairy ponds would allow the proposed recycled water storage reservoir to be located at the site of the existing swine wastewater lagoons. The co-digester would support management of manure wastewater from the Dairy and Swine units for the production of energy via a cogeneration unit and reusable by-products for the Cal Poly composting enterprise.

Located in San Luis Obispo County, the Cal Poly campus encompasses 1,339 acres and abuts the City of San Luis Obispo to the south and west, and open space, ranchland, and public land to the north and east (Figure 1). Cal Poly’s main campus encompasses 855 acres. The remaining 484 acres consists of rangeland and steep terrain to the north, northeast, and northwest of the main campus. Campus vehicular access is provided from US Highway 101 via Grand Avenue at the southeast corner of campus; Highland Drive directly off State Route (SR) 1 (Santa Rosa Street) on the west side of campus; and California Boulevard off Campus Way in the southwest corner of campus. Secondary vehicular entrances are provided from Stenner Creek Road off SR 1 and near the Albert B. Smith Alumni and Conference Center at Crandall Way off Foothill Boulevard. The Union Pacific Railroad right-of-way bifurcates the campus from Foothill Boulevard to Highland Drive and continues to the north.
