Adoption of regulations pursuant to Health & Safety Code [HSC] section 25993(a). The regulations [Title 3 of the California Code of Regulations section 1320 et seq.] include confinement standards as set forth by Proposition 12 [HSC sections 25990-25994] and establish a program of registration, certification, conveyance inspection, and marking requirements for the sale of shell eggs, liquid eggs, whole veal meat, and whole pork meat in the state which is necessary to fully effectuate the intent of Proposition 12.
