Document Description
The need for the proposed Project stems from trunk sewer failures that have occurred in multiple locations along the sewer line. Addressing the trunk's failing condition through replacement will have multiple benefits for the City and its resident, including preventing the risk of sewer overflows and spills that can be a hazard to public safety, the environment, existing infrastructure, and potential damage to private property. The proposed Project includes replacement of a failing sewer trunk within existing unpaved roadways near the intersection of Canal School Road and Hill Ferry Road to the WWTRF headworks. The replacement alignment would require approximately 4,959 feet of sewer line, 15 manholes, and a junction box. The existing sewer trunk would be flushed to the WWTP and abandoned in place below an agricultural field.

The proposed project would be consistent with Section 15269(b) - Emergency Projects. The proposed project includes the replacement of a failing exiting sewer trunk line. The purpose of the project is to protect public health from the potential of overflows, leaks, or spills of sewage as a result of the failing trunk sewer. The proposed project would not increase capacity. In addition, the proposed project would be consistent with Section 15303 (d) for construction of new sewer pipelines of reasonable length.
