Document Description
The project is limited to the investigation and repair of a pipeline anomaly located within the Union Pacific Railroad Right-of-Way (ROW). An 8-foot by 15-foot area around the existing 10-inch refined petroleum pipeline will be excavated. The excavated trench will be lined with plastic sheeting and the pipeline coating will be removed using hand tools. All debris will be contained within the plastic sheeting, collected, and removed from the site. A nondestructive evaluation technician will conduct an assessment and take measurements of the anomaly. If necessary, a metal sleeve (B-Sleeve) will be welded to the pipeline to repair the anomaly and the pipeline will be recoated. Upon the completion of the pipeline remediation, the trench will be backfilled with native soils, compacted, and covered with the stockpiled topsoil to match pre-project conditions.

Reasons for Exemption
15284 because the project is limited to the inspection and repair of an existing hazardous liquid pipeline. The project will not affect the diameter of the pipeline and is not located within the boundaries of an oil refinery. The affected section of pipeline is less than 8-miles in length and excavation will be limited to less than 0.5 miles in length. The affected section of pipeline is not within 8 miles of a previous repair and is not solely for the purpose of excavating soil contaminated by hazardous materials. The project is within the existing ROW and is located within an existing habitat preserve away from any nearby residences or public facilities.
