Document Description
RCTC, in partnership with the Southern California Regional Rail Authority (SCRRA, Metrolink), are proposing to expand the South-Perris Station and Layover Facility. In June 2016, RCTC and SCRRA began operations of the commuter rail service on a 24-mile extension of the Metrolink 91 Line, now referred to as the 91/Perris Valley Line (91/PVL). The Perris-South Station Expansion will add a second station track, approximately 1000 foot long, a second platform and lengthen the existing platform from 510 feet to 680 feet to accommodate the SCRRA standard 8-car train length (680 feet) on both platforms. The new platform will be fitted out with the same passenger amenities present at the existing platform, including canopies, mini-high platform, emergency telephone, electronic displays, and signage. A new at-grade pedestrian crossing with active warning gates and flashing lights will allow access to the new platform. The Layover Facility Expansion project will add a fourth Layover Track and all the required support facilities.

The project is statutorily exempt from CEQA under Public Resources Code section 21080(b)(10) and State CEQA Guidelines section 15275, both of which exempt projects that relate to the “institution or increase of passenger or commuter services on rail or highway rights-of-way already in use, including modernization of existing stations.” Here, the project falls within this exemption as it seeks to modernize the existing South-Perris Station and Layover Facility, which is already in use. Moreover, the project would add operational flexibility for eventual improved regional rail and mobility service, which will support increased capacity. The project is therefore exempt from CEQA.
