Document Description
Complete accessibility improvements to the existing parking and day use areas at Sunset State Beach to bring these public use areas into compliance with the California State Parks accessibility guidelines and associated legal mandates. Work will: In the Main Parking Lot: Move the accessible parking to the east side of parking lot away from migrating sand piles; Install two (2) new concrete parking stalls just north of the existing bathroom building, use the existing accessible ramp leading to the bathroom to link to the new parking stalls; Construct a new retaining wall at the front end of the parking for space requirements; and Restripe three (3) new parking stalls on the existing asphalt paving for accessible parking. In the Picnic Areas: Construct two (2) new concrete picnic pads, with paths of travel on the east side of the parking lot near the bathroom away from sand dunes; Modify two (2) existing picnic areas on the west side of the lot for accessibility; Resurface a portion of the existing group picnic site with concrete to accommodate parking, path of travel and table placement; Install a new BBQ, water station and trash receptacles; and Upgrade an existing single user ramada picnic site along the west side, with concrete surface, a water station and BBQ. At the Bathroom Building: Modify the bathroom building interior to attain compliance for accessibility; Upgrade two (2) rooms with new doors that swing out, install ADA compliant fixtures, grab bars and possibly flooring; Upgrade the outdoor shower with new fixtures, grab bars and a curb with railing to denote drop-off; and Construct a short retaining wall to maintain level grades in the shower area. For Beach Access: Resurface the existing dirt access road (that connects the parking to the boardwalk) with compacted aggregate and reconstruct the existing wood slat boardwalk with in-kind materials and within the same footprint.

The project consists of the repair, maintenance or minor alteration of existing public structures involving negligible or no expansion of use beyond current levels; the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced; the construction and location of limited numbers of new, small facilities or structures; and minor public alterations in the condition of land, water and/or vegetation which does not involve removal of healthy, mature, scenic trees; and basic data collection which does not result in a serious or major disturbance to an environmental resource, and are included as “Modifications of existing facilities for disabled access”, Construction or installation of interpretive signing or panels”, “Trail construction or alignment” and “Trail removal” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR §15300.4.
