Reasons for Exemption
Cal. Code Regs., tit. 14, sec. 15303 provides that projects which consist of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure, are categorically exempt from the provisions of CEQA. This project consists of installation of new electric vehicle charging stations that will not result in serious or major disturbance to an environmental resource. Therefore, the project falls within section 15303 and will not have a significant effect on the environment. Cal. Code Regs., tit. 14, sect. 15304 provides that projects which consist of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes are categorically exempt from the provisions of CEQA. In this project, minor trenching may be necessary to install bidirectional charger(s) in the demonstration site parking lot and associated electrical modifications to the property's main building. Specifically, approximately 110 ft of Authority cited: Sections 21083 and 21110, Public Resources Code. Reference: Sections 21108, 21152, and 21152.1, Public Resources Code. The Regents of the University of California, on behalf of the Davis Campus CEQA Notice of Exemption Page 2 of 2 EPC-22-002 trenching as well as installation of bollards to protect the chargers may need to be dug in a currently asphalt-covered area, with no removal of trees. Therefore, the project falls within section 15304 and will not have a significant effect on the environment.
