Document Description
The purpose of the Project is to inspect and repair the pipeline anomaly to comply with Department of Transportation (DOT) and their Pipeline and Hazardous Materials Safety Administration (PHMSA) current rules and regulations to ensure the integrity of pipeline and safety of the environment. The Project consists of a 120-square-foot excavation to inspect the existing pipeline and complete any necessary repairs. The excavation area is within a freshwater marsh associated with Willow Creek. Access will be through an existing disturbed right-of-way and require travel over freshwater marsh and two small seasonal wetlands during dry conditions. The Central Valley Regional Water Quality Control Board is issuing a CWA 401 Water Quality Certification for the Project.

CEQA does not apply to any project consisting of the inspection, maintenance, repair, restoration, reconditioning, relocation, replacement, or removal of an existing hazardous or volatile liquid pipeline or any valve, flange, meter, or other piece of equipment that is directly attached to the pipeline. The Project meets all of the criteria of Section 15284 - Pipelines.
