Reasons for Exemption
California Environmental Quality Act (CEQA) Guidelines section 15332 provides an exemption for the development of properties which are five (5) acres or less in urbanized areas when the project is consistent with general plan and zoning regulations, the site has no value as habitat, significant effects will not be created, and the site is adequately served by utilities. The project is consistent with the exemption as it occurs on a previously developed site of approximately 1.8 acres surrounded by residential uses within El Cajon city limits. The site can be adequately served by utilities and services and the proposed division is consistent with General Plan and Zoning regulations. Conditions which may preclude the use of a Categorical Exemption as outlined in CEQA guidelines section 15300.2 are not present.
