Document Description
The purpose of this project is to allow convenient travel along the segment of Manning Avenue within the
City of Parlier and provide increased safety for drivers, pedestrians, and businesses. Manning Avenue is
an Arterial roadway that provides through traffic for other communities and provides adequate movement
for the transportation of goods. The segment is approximately 2 miles long and includes surface areas
that have deteriorated and medians that are dry and bare. This project contains asphalt grinding and an
overlay to rehabilitate the existing road between Academy Avenue and Whitner Avenue. Medians along
Manning Avenue from Academy Avenue to Zediker Avenue will be improved to include concrete curbs
and additional landscaping, such as trees. The landscaped medians will provide barriers between
opposing traffic to reduce collisions, and the rehabilitated roadway will increase driver safety. The
beneficiaries of this project include the city residents, businesses along the street and those that require
the transportation of goods through the segment, and drivers who use Manning Avenue for daily
commutes.

Reasons for Exemption
This project is exempt because the construction activities proposed will be a minor alteration of the existing facilities and topographical features. The most significant components of this project will be asphalt grinding and overlay and the reconstruction of medians with additional landscaping. The adjacent commercial and residential properties will not be negatively impacted because there will not be an expansion of the use of the existing facility. This project does not include the addition of new lanes or curbside parking or the construction of any housing or commercial structures and will not result in increased vehicle trips.
Furthermore, pursuant to Section 15300.2 (Exceptions), there is not a reasonable expectation that this project will cause a significant effect on the local environment due to unusual circumstances associated with this project.
