The project elements have been determined to meet the criteria for the use of the Class 5 exemption pursuant to Section 15305, Minor Alterations to Land Use Limitations, of the Public Resources Code. The affected parcels have slopes of less than 20 percent, the action would not affect the existing land uses on the parcels, and the potential impacts have been previously considered by the City’s certified EIR prepared at the time of the adoption of the City’s General Plan.
