The City of Chico Council has determined that this project is exempt from CEQA as it can be seen with certainty that there is no possibility that the proposed update to the City of Chico Housing Element would have a significant effect on the environment as no changes to land use, density, policies and program, or other changes that would result in an impact to the physical environment would occur with the adoption of the Housing Element. Therefore, the project is exempt pursuant to CEQA Guidelines Section 15061(b)(3).
