Document Description
The Palm Desert and Thousand Palms sewer pipeline Project would repair approximately 1 mile of existing deteriorating pipelines in the Tri-Palm Estates Country Club community within Thousand Palms and in the city of Palm Desert. The three areas associated with the pipeline project will consist of installing Cured-In-Place Pipe (CIPP) on deteriorating pipelines, pre-lining CCTV inspections, sewer bypass pumping, and sewer cleaning. The Cahuilla Way and Highway 74 portion of the Project consists of removing existing deteriorating 12" ductile iron pipe (DIP) lining as required for construction and installing approximately 1,787 LF of 12" CIPP and all related work, including pre-lining CCTV inspections, sewer cleaning, CIPP liner installation and curing post-lining CCTV inspections, and sewer bypass pumping in Palm Desert. The Tri-Palms Estates Country Club on Colonial Drive portion of the Project consists of root removal in 6" vitrified clay pipe (VCP) and installing approximately 1,995 LF of 6" CIPP and all related work, including pre-lining CCTV inspections, sewer cleaning, CIPP liner installations and curing post-lining CCTV inspections, and sewer bypass pumping. This portion of the Project also consists of root removal in 8" vitrified clay pipe (VCP) and installing approximately 207 LF of 8" CIPP and all related work, including pre-lining CCTV inspections, sewer cleaning, CIPP liner installations, and curing post-lining CCTV inspections, and sewer bypass pumping. Sewer pipelines in Area 2 are located within Public Utility Easements on private properties and within CVWD easements and are not subject to County of Riverside jurisdiction, This portion of the work also includes rehabilitation of all sewer lateral connections by installing sewer lateral CIPP ("top hats") on all sewer lateral connections to the sewer main. The length of CIPP top hats shall be sufficient to extend past the first joint in each sewer lateral. The Highway 111, west of Larkspur Lane portion of the Project consists of installing approximately 405 LF of 10" CIPP within the existing VCP main and all related work, including pre-lining CCTV inspections, and sewer cleaning, CIPP liner installations and curing, post-lining CCTV inspections and sewer bypass pumping. The sewer pipeline is located, for the most part, in a public parking lot. However, one sewer manhole ( and a small part of the sewer pipeline) is located within Larkspur Lane. Therefore, the Contractor shall obtain approval of traffic control plans and obtain a City Encroachment Permit for all sewer rehabilitation work in Larkspur Lane right-of-way. This portion of the work also includes rehabilitation of sewer lateral connections by installing sewer lateral CIPP "top hats" on all sewer lateral connections to the sewer main. The length of CIPP top hats shall be sufficient to extend past the first joint in each sewer lateral. In addition, work includes replacing two existing manhole frames and covers with composite frames and covers.

Highway 111, west of Larkspur Lane portion of the Project is located in Palm Desert, CA. The sewer pipeline repair begins at the northeast comer of San Pablo A venue and Highway 111 intersection, traveling eastwardly parallel to Hwy 111 in a public parking lot.

Reasons for Exemption
State CEQA Guidelines § 15301 (Existing Facilities) allows for the repair and maintenance of existing public structures and facilities involving negligible or no expansion of use. The Sewer Pipeline Rehabilitation Project for Palm Desert and Thousand Palms would repair existing pipelines by utilizing the installation of Cured-In-Place Pipe (CIPP) on existing deteriorating pipelines. State CEQA Guidelines § 15303 (New Construction). This Class 3 exemption allows for the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The Highway 111, west of Larkspur Lane portion of the Project involves the installation of small new equipment involving top hats on all existing sewer lateral connections to the sewer main.
