Document Description
The Termo Company (Termo) has applied for a modification of the current Water Disposal UIC project (UIC #41400001) for the purpose of updating the PAL to meet current requirements. The UIC Project #41400001was originally approved on July 6, 1993. The current and most recent PAL was issued on January 18, 2018. The UIC project well L.B. Fee 4 (API# 0403712459) is a water disposal well that is currently active. CalGEM records indicate the initial date of production for well L.B. Fee 4 is January 31, 1977.
No new disturbance, expansion, or change in the injection program, surface facilities, or well bore is being proposed. The anticipated project duration is 30 years. Based on the current injection volume Termo anticipates a maximum injection volume per day of 450 barrels of produced water.
The current injector is in an industrial site near the Long Beach Airport. The well and facility are located within an industrial yard used for the Long Beach Fee oil production. All ground surfaces are paved with asphalt or concrete. Surface facilities are typical oilfield features including oil, gas, and water separators, storage tanks, piping, and pumps. The surface location and mineral rights are private.

CalGEM has determined that the project is statutorily exempt under the Ongoing Project (14 CCR 15261(b) exemption per the CEQA Guidelines because the UIC project proposed continued operation of one existing water disposal well. The UIC activities do not involve a greater degree of responsibility and control over the project as a whole than did approval of the existing well.
