Document Description
Complete interior and exterior improvements to the historic Emmanuel Church in Marshall Gold Discovery State Historic Park to enable continued use of and access to the building. Work will:
On the grounds outside the church:
• Remove the existing interpretive panel and the existing wooden split rail fence and posts; and
• Excavate for a 120 ft long x 12-in. deep x 5-8 ft wide drainage swale on the east side of the building and a 55 ft long x 6-in. deep x 2ft long dissipator on the west side.
For the interior and exterior of the church:
• Remove existing piers around the perimeter of the building, excavate 30-in. deep by approx. 195 feet (total length) to install a continuous concrete stem wall and footing at the perimeter of the building and veneer with stone;
• Construct approx. 17-ft of interior stem wall and a 22-ft long grade beam for alter pier support;
• Repair/restore all existing doors and remove and repair/restore all windows and restore operable windows to full function;
• Install new floor and wall registers and add a removeable ramp allowing access from the main floor level to the alter;
• Replace or repair damaged interior finishes and replace damaged exterior siding and trim and repaint both the exterior and interior of the building;
• Remove and reconstruct or replace the six (6) pilasters and gabled finials, including flashing;
• Demo and remove the existing electrical service enclosure and excavate to pour a new concrete slab, install a new HVAC system and ducting and construct a wooden enclosure to screen the HVAC unit;
• Hook up new electrical service and install new fixtures;
• In the rear entrance vestibule, install new flooring to match the existing floor elevation;
• Remove the existing stone stairs at the rear entrance, remove all pilasters, and remove and salvage horizontal siding at lower walls for reinstallation following structural work; and
• At the rear door of the church, excavate up to 30-in. to install four (4) 12-in. by 12-in. concrete piers to support a new 9-ft by 6-ft redwood deck.
Outside the nearby residence:
• Detach and remove the existing carport structure;
• Excavate up to 12-in. to pour a new 18-ft long by 22-ft wide (overall) concrete accessible parking stall with driver’s side exit path;
• Excavate up to 2-ft to install an Accessible Van parking sign, with an overall height of 9-ft;
• Excavate up to 24-in. deep to pour a 5-ft wide curved concrete path with retaining walls and wheel stops to connect the accessible parking stall to the church’s new rear wooden deck; and
• Excavate up to 12” deep to construct an approx. 24-in tall dry stack rock retaining wall.

Reasons for Exemption
The project consists of the repair, maintenance, and minor alteration of existing public or private structures or facilities involving negligible or no expansion of use beyond current levels; the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same propose and capacity as the structure replaced; the construction and location of a limited number of new, small facilities; and the minor public or private alterations in the condition of land, water and/or vegetation which does not involve the removal of healthy, mature, scenic trees except for forestry or agricultural purposes and is included as “Modifications of existing facilities for disabled access” and “Construction or installation of park facilities such as restrooms, signs” in the Department of Parks and Recreation’s list of exempt activities in accordance with CCR § 15300.4; and consists of the maintenance, repair, rehabilitation and preservation of historical resources in a manner consistent with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, with Guidelines for Preserving, Rehabilitating, Restoring and Reconstructing Historic Buildings (1995), Weeks and Grimmer.
