Reasons for Exemption
The Project meets the requirements of the Class 32 exemption, as it
meets the definition of infill development. The Project is consistent with the applicable General
Plan land use designation and zoning district policies and regulations; occurs within City limits
on a Project Site of no more than 5 acres substantially surrounded by urban uses; has no
habitat for endangered, rare, or threatened species; would not result in any significant effects
relating to traffic, noise, air quality, or water quality; and could be adequately served by all
required utilities and public services. Further, none of the exceptions listed in Section 15300.2
to the use of a categorical exemption apply to the Project. The Project site does not contain
sensitive, scenic, or mapped resources; no unusual circumstances are known or anticipated that
would cause a significant or cumulative environmental impact; and the site does not contain
hazardous materials or historical resources. Therefore, the Project is categorically exempt from
CEQA pursuant to Section 15332 of the State CEQA Guidelines—Class 32, Infill Development
Projects.
