The Notice of Preparation (NOP) and associated environmental scoping document describe the proposed County of Santa Barbara 2023-2031 Housing Element Update (HEU) (Project). The Housing Element is one of the 13 elements of the Santa Barbara County Comprehensive Plan (Comprehensive Plan). It is based on an assessment of current and projected housing needs and provides an inventory of sites available for residential development. The Housing Element details market, governmental, and physical constraints to housing production. It also identifies goals, policies, and programs to overcome these barriers and encourage residential development. The environmental scoping document provides a preliminary review of the potential environmental impacts associated with the proposed HEU in accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Section 21000 et seq.). This scoping document, along with comments received in response to the Notice of Preparation (NOP) of an Environmental Impact Report (EIR) for the proposed HEU, will assist the County of Santa Barbara (County), as the lead agency for the preparation of the EIR, in identifying environmental impacts, mitigation measures, and range of alternatives that must be considered in the EIR.
