The proposed project includes construction of multiple-family residential development with a commercial component and qualifies as in-fill development because it occurs within the City limits on a site of less than five acres and is substantially surrounded by urban uses including existing commercial buildings to the west across 9th Street East, single-family residences to the north and south, and existing multi-family residences to the west.
