Document Description
SMUD is proposing to replace two existing natural gas pipeline supports located at SMUD’s Proctor and Gamble Valve Station. The new pipeline supports are designed to improve visual inspection around the support area and allow for efficient maintenance. The installation of the new pipeline supports will require minor surface excavation. Soils excavated will be temporarily stockpiled in a 50-foot by 100-foot laydown area located south of and adjacent to the Station. The majority of the soils excavated will be hauled off to an appropriate landfill.

Reasons for Exemption
Under CEQA Guidelines §15062, a lead agency must identify the rationale for making the determination that a project is exempt under CEQA. SMUD has reviewed and determined that the SMUD Procter & Gamble Gas Meter & Regulation Pipe Replacement Project is categorically exempt from the provisions of CEQA pursuant to Guidelines §15301 (b), Existing Facilities, which allows for projects involving the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. CEQA Guidelines §15302 (c), Replacement or Reconstruction, allows for an exemption where replacement/reconstruction of a utility system occurs, and in this case applies to the replacement of the pipe support structures. Therefore, no further environmental review is required.
