The proposed project is limited to an exchange of ownership of real property. The project includes no development, alteration, modification, or change of use and therefore falls under the Class 1 CEQA categorical exemption (CEQA Guidelines Section 15301 - Existing Facilities). In addition, the activity is covered by the common sense exemption that CEQA applies only to projects which have the potential for causing a significant effect on the environment.
