The adoption of Planning Commission Resolution No. 25-02 recommending City Council adopt an Ordinance approving Development Agreement No. 2025-0001 by and between the City of Norwalk, California and Lewis Land Developers, LLC. is exempt from the California Environmental Quality Act ("CEQA") pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption), which states that an
activity is covered by the common sense exemption that CEQA only applies to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainly that there is no possibility that the activity in question may have a significant on the environment, the activity is not subject to CEQA review.
