Document Description
To remove and replace the existing Avenue 428 Bridge (Bridge #46C-0340) with a 35.5 foot wide and 75.5 foot long single-span cast in place prestressed concrete slab structure and includes two 12-foot lanes and two 4-foot shoulders. The structure includes reinforced concrete seat-type abutments founded on 28, 24-inch cast-in-drilled-hole (CIDH) concrete piles (14 per abutment) that may extend up to 50 feet deep. The project also includes addition of concrete barriers (Type 836), metal beam guardrail and rock slope protection (RSP) underneath the bridge at each bank. Temporary structures such as falsework will also be placed in the stream during the construction.

Reasons for Exemption
The Board has determined the project is exempt from CEQA under the Class 2, Replacement and Reconstruction categorical exemption (CEQA California Code of Regulations, Title 14, Section 15302), because the proposed activity consists of the removal and replacement of an existing deficient bridge with substantially the same purpose and capacity in the same location. The project is also exempt under the Class 4, Minor Alterations to Land categorical exemption (CEQA California Code of Regulations, Title 14, Section 15304) because the proposed activity consists of minor public alterations in the condition of land that includes placing rock slope protection underneath the bridge at each bank. Further, none of the exceptions to the exemption in CEQA California Code of Regulations, Title 14, Section 15300.2 apply.
