Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement number EPIMS-MEN-28179-R1C, pursuant to Section 1602 of the Fish and Game Code to MacAdam Lojowsky. The project is limited to three (3) encroachments on streams and hydrologically connected wetlands associated with unnamed tributaries to Ackerman Creek, a tributary to the Russian River as described in Notification materials submitted on September 1, 2022, and the revisions submitted on October 28, 2022. Encroachment 1 North Wetland Fill (39.1887, -123.2331) The proposed encroachment at the North Wetland Fill site includes filling wetlands to facilitate the installation of the paved road with a corrugated metal pipe stream crossing. In accordance with site plans, and exhibits submitted on September 1, 2022, with revisions submitted on October 28, 2022, the North Wetland Fill is to impact 0.04-acres (1650-square feet) of wetland with grading and a total fill volume of 268-cubic yards. The fill volume will be comprised of 229 cubic yards of dirt, 24 cubic yards of Class II aggregate base (AB), 4 cubic yards of asphalt cement pavement, and 11 cubic yards of corrugated metal pipe (30 inches in diameter and 63 feet in length). Work will include grading, placement of the corrugated metal pipe in alignment with the existing streambed, backfilling and compacting materials, and paving. Additional proposed work associated with Encroachment 1 is remediation of the wetlands adjacent to the North Wetland Fill associated with decommissioning the existing seasonal road, and enhancement and expansion of area wetlands. Remediation will include the removal of garbage and invasive species in the existing wetland, and grading and planting of native species in areas immediately adjacent to the existing wetlands downstream of the stream crossing per the August 10, 2022, Wetland and Riverine Mitigation Plan and the October 11, 2022, Drainage Report. Encroachment 2 South Wetland Fill (39.1875, -123.2334) The proposed encroachment at the South Wetland Fill site includes filling wetlands to facilitate the installation of the paved road with a bottomless, arch-plate culvert stream crossing. In accordance with site plans and exhibits submitted on August 1, 2022, with revisions submitted on October 28, 2022, the South Wetland Fill will impact 0.02- acre (720-quare feet) of wetland with grading and a total fill volume of 116 cubic yards. The fill volume will be comprised of 81 cubic yards of dirt, 8 cubic yards of Class II AB, 2 cubic yards of asphalt cement pavement, and 25 cubic yards of an arch culvert with a 7-foot span, 2-foot, 4-inch rise, and 65-foot length. Work will include grading, excavation of the banks, compaction of the footing seating, installation of the footings, install at ion of the arch culvert in alignment with the existing streambed, backfilling and compacting materials, and paving. Additional proposed work associated with Encroachment 2 includes decommissioning and remediating of the seasonal road crossing downstream of South Wetland Fill. The remediation will include removal of garbage and invasive species in the existing wetland and stream per the August 10, 2022, Wetland and Riverine Mitigation Plan and the October 11, 2022 Drainage Report. Encroachment 3 South Roadside Ditch Fill (39.1812, -123.2350) The proposed encroachment at the South Roadside Ditch Fill site includes re-establishing the stream along a 165- foot-long reach from the existing stream bed to a junction box that conveys flow to a 36-inch diameter culvert passing under Orr Spring Road in accordance with Notification materials submitted on September 1, 2022. The work will include excavation, placement of the reinforced concrete pipe and storm drain components, filling 30-feet of the stream, backfilling and compaction of materials, and paving.
