Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 11/11/2021, by Dustin Hoke. Dustin Hoke applied for a Small Indoor license in an existing 25,380 square foot building.
The Project will consist of 5,375 square feet of indoor cannabis cultivation, with mature plant areas, immature plant areas, and processing on-site along with an existing dispensary. No site expansion is proposed other than tenant improvements to the existing building, water is sourced from a retail water supplier, and power is sourced from the grid.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The project site does not propose any expansion and was formerly used as an existing commercial building. Moreover, there are no environmentally sensitive habitats on-site and the site has been issued a written verification from CDFW indicating no Lake or Streambed Alteration Agreement is required.
