Reasons for Exemption
The City of Rancho Cucamonga certified an Environmental Impact Report (EIR) (SCH No. 2015041083) on May 18, 2016, in connection with the City’s approval of The Resort Specific Plan. Pursuant to CEQA Guidelines Section 15162, no subsequent or supplemental EIR is required in connection with subsequent discretionary approvals of the same project. To demonstrate that no subsequent EIR or environmental review is required, an Environmental Compliance Memorandum dated May 23, 2022, was prepared by T & B Planning. The City evaluated this memorandum and concluded that the project is within the scope of the approved overall project and the analysis included in the Final EIR identified above and therefore no additional environmental review is required in connection with the City’s approval of Specific Plan Amendment DRC2020-00164.The Specific Plan Amendment does not propose substantial changes which will require major revisions to the Final EIR due to the involvement of new significant environmental effects or a substantial increase in the severity of previously identified significant effects. No new information of substantial importance was found that would create new significant effects, increase the severity of previously examined effects, determine that mitigation measures or alternatives previously found not to be feasible would in fact be feasible, or introduce mitigation measures or alternatives that are considerably different from those analyzed in the Final EIR.
