Document Description
Kidz Planet proposes to establish a preschool licensed for up to 100 children ages six weeks to pre-kindergarten in an approximately 5,000 square foot building previously occupied by a bank. Kidz Planet expects to operate at a maximum of 85% of licensed capacity, or approximately 85 children, supported by 20-22 employees including the school director, teachers, and other support staff. The preschool would operate on weekdays from 7:00 a.m. to 6:00 p.m. Proposed site and building upgrades are minimal, which include the conversion of parking spaces and the bank drive-through area into outdoor play yards, new fencing, and landscaping.

Reasons for Exemption
These categorical exemptions apply because the project consists of minor site and building improvements to an existing building. Furthermore, pursuant to Section 15300.2(c), there are no exceptions to the categorical exemptions, because the project: 1) is not located in a sensitive environment; 2) will not cause a cumulative impact due to successive projects of the same type in the same area; 3) will not have a significant effect on the environment due to a cumulative impact of other projects or unusual circumstances; 4) will not result in damage to scenic resources; 5) is not located on a site which is included on any list compiled pursuant to Section 65962.5 of the Government Code; and, 6) will not cause a substantial adverse change in the significance of a historical resource. Therefore, the proposed project does not warrant further environmental review.
